10/09/08 - A report released by The New York Times this week finds that tens of thousands of eligible voters in at least six swing states have been removed from the rolls or have been blocked from registering in ways that appear to violate federal law, according to a review of state records and Social Security data. The six swing states seem to be in violation of federal law in two ways. Michigan and Colorado are removing voters from the rolls within 90 days of a federal election, which is not allowed except when voters die, notify the authorities that they have moved out of state, or have been declared unfit to vote. Indiana, Nevada, North Carolina and Ohio seem to be improperly using Social Security data to verify registration applications for new voters. In addition to the six swing states, three more states appear to be violating federal law. Alabama and Georgia seem to be improperly using Social Security information to screen registration applications from new voters. And Louisiana appears to have removed thousands of voters after the federal deadline for taking such action.

10/02/2008 - Election officials are staring in their own version of “What Not to Wear” this season as they reiterate the rules of what types of political clothing and paraphernalia are permitted inside the polling place. It seems that much of the media coverage of this issue has been generated by an email circulating nationwide. In Kansas, voters have been reminded that they can't wear political clothing within 250 feet of a polling place. Things are bit less restrictive in Virginia — at least distance wise where the rule is 40 feet. Nebraska Secretary of State John Gale (R) released a statement explaining what's appropriate and what's not. In Pennsylvania, where the dress code seems to have generated the most press coverage (and a lawsuit), York County and Berks County commissioners recently voted to allow voters to wear campaign attire into the polling place; although Cumberland County will prohibit campaign attire. In Florida, election officials will be able to focus their attention on the matters at hand instead of what people are wearing and in D.C. the Board of Elections and Ethics took time out of preparing for a Council hearing to remind voters that they can't wear political clothing inside the polling place..the Stacey Londons and Clinton Kellys of the election world will be watching.

8/28/08 - The Myth of Widespread Non-Citizen Voting: A Response to the Heritage Foundation - Prepared by the Mexican American Legal Defense and Educational Fund (MALDEF), August 20, 2008 - MALDEF criticizes a July 2008 report by the Heritage Foundation stating that non-citizen voting is an enduring problem. They state the author of the report, Hans Von Spakovsy, incorrectly interpreted other studies, used unsubstantiated examples of illegitimate election results and that many of the allegations can be explained due to administrative error. According to the authors strong deterrents to non-citizen voting are in place and there are other more serious threats to the voting process including voter caging and voter intimidation. Proof of citizenship laws are also cited as overly burdensome to voters.

6/19/08 - Research Summary: Building Secure and Transparent Elections through Standard Operating Procedures - By R. Michael Alvarez and Thad E. Hall, Caltech/MIT Voting Technology Project Working Paper #65, May 2008. [The researchers examine numerous items that need to be kept secure during the election process. The authors find that standard operating procedures (SOP) have not been uniformly adopted across the states and that effective chain of custody procedures that promote transparency can help prevent fraud and the perception of fraud. Alvarez and Hall suggest ways in which election administrators can develop and implement appropriate chain of custody procedures.]

6/19/08 - Research Summary: Report from the Ohio Secretary of State: 2008 Primary Election - Jennifer Brunner, Ohio Secretary of State, Spring 2008, (reports that the state "weathered the storms" of a challenging, high-turnout March presidential primary election and showed great improvement since the 2004 presidential primary. Citing problems that cropped up in some jurisdictions, though, a number of recommendations are made to improve elections including: continuing to clarify voter ID requirements; continuing to improve accuracy of registered voter database at boards of elections; continuing to improve poll worker training; continuing to improve polling place accessibility; continuing to clarify voter registration requirements; requiring security and risk mitigation plans for each board of elections; requiring post official canvass audits for all counties and; continuing to clarify provisional voter requirements.)

Study shows Colorado vulnerable to some election-day problems - "[Jenny]Flanagan [Flanagan, executive director of Colorado Common Cause] is concerned about possible malfunctions of the new statewide voter registration database and poorly trained poll workers who could wrongly turn voters away on election day. She said state law does not specify adequate numbers of voting machines needed at polling places, which makes planning for elections 'guess work.'" 9/16/08
Report: Election officials throughout [Florida] ill prepared for voters in Nov. - "They also said there aren't adequate protections in place to clamp down on people who are attempting intimidate voters or suppress turnout on Election Day. Additionally, the group says that the state elections Web site could be redesigned to better help voters find their polling place. They also said more state efforts are needed to train poll workers and voters. Further, they said there should be better efforts made to ensure there are enough poll workers and voting machines at every precinct to keep voter waiting lines short." 9/16/08
